Plans for the 86th Annual ISPA Conference are wrapping up. Local #9 Dubuque is working hard to create an exceptional conference in memory of Bob Flannery. You can see our schedule for Monday golf, as well as Monday and Tuesday evenings, in the graphics below.
The main educational speaker for the conference will be Captain Christopher M. Vanghele, Newtown, CT Police Department. His presentation is “The Sandy Hook Elementary School Shooting: An Emergency Response Retrospective.”

PURPLE HEART AWARD NOMINATIONS
The Iowa State Police Association (ISPA) Purple Heart Award was developed in 2013 for the purpose of honoring extraordinary Iowa peace officers who have been seriously wounded or killed in the line of duty as a result of a combat incident.
In addition, the award may be conferred if an injury was averted by body armor. This award will be given in all cases resulting in line of duty death, but will otherwise be limited to those cases involving an attack by an assailant or the performance of an act of valor.
Purple Heart Award nominations must involve an assailant attack or act of valor occurring or concluding between July 1, 2016 through June 30, 2017. This year, and in future years, the award will be presented to the recipient or posthumously to the law enforcement officer’s family at the annual ISPA conference in October.

HENDERSON APPOINTED ILEA COUNCIL REPRESENTATIVE

At their July 2018 meeting, the Iowa State Police Association (ISPA) Board approved Melissa Henderson as representative to the Iowa Law Enforcement Academy Council. She replaces Marshalltown Police Sergeant Melinda Ruopp who announced her retirement.
Officer Henderson has been with the Cedar Rapids Police Department for 24 years as a full-time officer and served 2 years prior to that as a reserve police officer. She currently serves as the Training Coordinator for the Cedar Rapids Regional Police Academy. Prior to her current assignment, she worked full time as a Task Force Officer with the FBI Joint Terrorism Task Force. During this time, she was also a Weapons of Mass Destruction (WMD) Coordinator for the State of Iowa.
